The Complaint Board for Animal Feed and the Complaint Board for Seeds have both existed since 1968, and Bull has served as their secretariat throughout. Over the years, the boards have handled several hundred cases.

If you cannot resolve the issue with the seller after submitting a complaint, you can bring the matter before the board. The boards can also facilitate mediation if the parties desire it. The board's proceedings are usually free of charge for the buyer.
The board's opinions are advisory, but our experience shows that parties often follow the board's view. If you are still dissatisfied, you can take the matter to court.

More about the Complaint Board
The Complaint Board for Seeds was established by Felleskjøpet Agri, Felleskjøpet Rogaland Agder, Strand Unikorn, LOG, Norges Bondelag, Norsk Bonde- og Småbrukarlag, and Norsk Gartnerforbund as participating organizations. The Complaint Board issues opinions regarding complaints on common agricultural seeds, horticultural and garden seeds, seed potatoes and onion sets, as well as plant materials of horticultural crops.
The board shall normally only handle dispute cases between professional users and authorized seed retailers. Upon further determination by the board, the Complaint Board may issue opinions on other matters concerning seeds. The Complaint Board can act as an arbitration court when the parties agree to it. In such cases, the rules in the Arbitration Act apply, unless otherwise specified in the bylaws.
Complaints brought before the Board must be in writing, and the complaint should normally be directed against one or more specific parties. The complaint should describe the case and pose one or more specific questions to the Complaint Board. The Complaint Board forwards the complaint to the opposing party or parties with a deadline for response. Normally, each party involved in the case should be allowed to provide input twice. In smaller cases, the Complaint Board may decide that each party should provide input once.
The Complaint Board has the authority to summon the parties and witnesses to a meeting, and it can obtain opinions from special experts if the case, in their opinion, requires special expertise. The Complaint Board shall independently gather information if it finds this necessary for a proper elucidation of the case, and as part of this, it may have independent professionals conduct site inspections or other examinations and assessments. If this occurs, the material must be presented to the parties involved before an opinion is issued. This also applies when special experts have provided their statements. The opinions of the Complaint Board are advisory in nature. To the extent that it concerns questions of liability, the opinion shall be based on legal grounds. The Board determines whether there are grounds for compensation and also specifies the amount of compensation.
